2018 Fall conference of Japan Association for Applied Economics, 2018, Single Work, By introducing national security for national risk into an overlapping-generations model with public education, we study how these security policies affect social welfare. We demonstrate that when the positive benefit effects on welfare are greater than the negative tax effects on welfare, a higher tax rate enhances social welfare. We also show that changing allocation of public funds from national security to public investment in education enhances social welfare. Furthermore, we demonstrate that the cross effects of two policies on welfare are positive when the growth rate of human capital is greater than one. - 2014
