- 封じ込め政策と出生率
大森 達也
日本応用経済学会2020年度秋季大会, 2020年, 単独, 国内会議, 日本応用経済学会, オンライン開催, 本論文では、新型コロナウイルス感染拡大防止策としての活動自粛・移動禁止など個人の行動を制限する封じ込め政策に注目し、それを世代重複モデルに組み込むことによって、公的保健政策と封じ込め政策が出生率と社会的厚生に及ぼす影響について議論する。そして、以下の結果が得られた。第一に、公的保健政策の財源となる賃金所得税率の増税は出生率に対する効果は不確定である。第二に、封じ込め政策の強化は出生率を高めることである。第三に、養育時間を一定としたとき、これらの政策は社会的厚生に負の影響を及ぼすが、賃金所得税率の変化は大きく社会的厚生に影響を及ぼすに対して、封じ込め政策の変化は社会的厚生に小さく負の影響を及ぼすことが明らかにされた。 - Welfare Effects of Public Education and National Security

We demonstrate that when the positive benefit effects on welfare are greater than the negative tax effects on welfare, a higher tax rate enhances social welfare. We also show that changing allocation of public funds from national security to public investment in education enhances social welfare. Furthermore, we demonstrate that the cross effects of two policies on welfare are positive when the growth rate of human capital is greater than one. - Parents' life and Children's life: Public health, Public education and Human capital formation.
