Managing to Facilitate Cross-Sectoral Inter-Organizational Collaborations: Findings From the Experience in Germany

This is to adapt, compete, and survive for industrial district where economic and industrial environments are increasingly becoming dynamic, complex and interconnected. However, the theoretical basis for considering the way to facilitate the collaborations is not well established. Here, the key is to consider how to manage for facilitating the self-organization process of diversified actors. However, the process is featured by complexity. In response to it, this paper explores the management for facilitating the collaborations with consideration of the view of planned approach to change which is based on change management theory. Then, ‘the initial conditions’, ‘field’, and ‘emerging interaction toward the collaborations’ are clarified as key elements for the management through intervention and considered how the interventions are implemented on these elements. Based on the argument, the conceptual model for considering a comprehensive management on the self-organization process toward the collaboration is proposed. In the case study, experiences of medical technology industry of the three states in Germany (North Rhine-Westphalia, Bavaria, and Baden-Wuerttemberg) are examined. Here, the activities of cluster organizations of these states, which provide the service for facilitating cross-sectoral collaborations, are scrutinized by focusing on how they work on the management. The result of the case study is comparatively analyzed and the modified conceptual framework is depicted by reflecting the findings of the study, then, the implications for the management are discussed. Lastly, the study is concluded and the future research issue is described. - 論文

京都女子大学現代社会研究, 23, 23, 36, 2021年, 査読無, 共著（共編著）, 産業構造を高度化し競争力のある地域新産業を振興することが、我が国にとってますます重要となっている。これには既存の枠組みを超えた異分野間連携による新たな付加価値の高い事業創造が不可欠である。実際にこの目的に向け、成長潜在性の高い農産業においても、各地で地域を挙げた支援が進められている。本稿では、その一つである養父市の事例の調査結果を報告する。第２～４章では異分野関連携促進に向けたマネジメントに関連し、農産業の振興を目指すにあたって直面した初期条件を整理したうえで、連携を促進するための場の設立と運営、相互作用促進のための介入について、同市の職員等の取組みを紹介する。５章では連携を促進するための人材に関連し、その促進にあたった職員等のキャリア経験や能力開発の機会、また育成されたスキルについて明らかにする。最後に結論では、本事例調査から得られる示唆について述べたうえで、今後の研究の展開についても紹介することとする。 - 論文

The purpose of this study is to consider management approaches to build and operate a regional system for facilitating self-organization process of cross-sectoral collaborations which aims to promote regional competitive industries. Firstly, literature concerning the structure of the regional system and approach to build and operate it are reviewed. Here, firstly, the reason ‘why region?’ is considered and the concept of constructing regional advantage (CRA) is introduced. Then, based on the concept, a platform policy through building “Regional Innovation System (RIS)” based on “Triple-Helix model” is examined. The key is to combine top-down public and bottom-up creative forces for promoting cross-sectoral collaborations through providing a platform. Then, in the case study, the experience of three states in Germany (North Rhine-Westphalia, Bavaria, and Baden-Wuerttemberg) are examined by focusing on the medical technology industry. In these states, under the initiative of the state governments and with the participation of industry and academia, in order to promote regional industries, regional systems to facilitate cross-sectoral collaborations are structured. Here, the main focus is how the systems, which support the self-organization process toward the cross-sectoral collaborations, were built and operated through the involvement of regional stakeholders. Lastly, the results of the case study are comparatively analyzed and the implications for the management to build and operate the regional system are discussed. - 論文

This paper examines how SMEs can overcome “institutional voids” in emerging markets and gain competitiveness. Firstly, a framework for considering “business strategy & business model̶institutional voids̶how to respond to the voids” is presented. Then, based on existing surveys, challenges and management efforts of SMEs in emerging markets are analyzed. Lastly, hypothesis about success factors for SMEs in emerging markets would be shown, then, we examine data collected by case studies. - 論文

公的研究費, 科研費, 代表, 地域新産業の振興に向けたマネジメントの有効性を高めるガバナンスに関する研究, 2022, 2022, 2025, 競争力のある地域新産業の振興は、我が国の重要な課題である。申請者は、この実現には従来の枠組みを越えた産官学の自己組織的な協働を促進するための支援組織によるマネジメントが重要な役割を果たすことを明らかにしたが、同マネジメントの有効性を高めるためのガバナンスをいかに構築すべきかについて現状では理論に基づく実証的な研究は多くない。 本研究では先行研究を基に概念モデルを構築し、事例研究を通して同モデルの妥当性の検証を通して理論構築と実践的示唆を導き出す。事例研究では、日本と同様に従来産業の衰退・新興国の追い上げ・人口高齢化に直面しているが、異分野間連携を促進させ地域新産業の振興に成果をあげた欧州の複数地域の産業を比較分析する。本研究により、地域新産業の振興に向け多様な主体の柔軟な結合の促進に向けたマネジメントの有効性を高めるためのガバナンスについて、我が国にも適用可能な理論的基盤を構築することが期待される。 - 産業構造調査研究支援機構
